Created a new person as a non-logged in visitor (myself, separate from the admin account, different email different user name). As admin, in the dashboard, created a WordPress account and had it send the email to tell the new user. The link above shows up in my inbox.

I’m using the Gutenberg block to run the sign-ups form, but may need to go back and change to the short code to get it to just create the account instantly.
