The only difficulty with having an import csv facility is the fact that everyone’s comma separated file would be different!
The issue is not mapping the columns so much, as that some would have a family per row, others an individual person per row. For the latter there would be no way programatically of connecting people as a family and getting who is the husband or wife or kids. That’s why it’s not in the plugin.
